Managing health impairment is a specialised educational service for children whose chronic illness interferes with their learning, attendance, and participation at school, including epilepsy, chronic respiratory disease, diabetes, heart disease, kidney and blood disorders, immune conditions, and children undergoing long courses of treatment. It does not treat the illness; it manages the illness's impact on learning and builds a safe school environment that keeps the child inside the classroom rather than outside it.

The effect of chronic illness on learning is frequently misread, so a child is labelled careless or lazy when the real problem is repeated absence for appointments and treatment, fatigue that drains concentration, broken sleep, side effects of treatment that slow comprehension, anxiety about being separated from family or about having an episode in front of classmates, and a gradual loss of confidence with withdrawal from friends. Work therefore begins by interpreting performance correctly rather than blaming it.

\*\*Early intervention changes the trajectory.\*\* A written plan put in place at the start of the year, before gaps accumulate, keeps the child with his class, whereas waiting until he fails or drops out makes return far harder. \*\*The family and the school are part of the plan, not recipients of it:\*\* the family carries the treating doctor's information, the school arranges the timetable, a rest space, permission to leave for medical appointments, and alternative examination arrangements, and the educational specialist coordinates between them and translates the medical report into practical classroom adjustments.

A core part of the service is \*\*a written emergency plan held at school,\*\* prepared by the team together with the treating doctor: what a staff member does during a seizure, a hypoglycaemic episode, or breathing difficulty, who is called first, where the child's medicines are kept and who is authorised to help, and when an ambulance is called. No doses are specified on this page and no medicines are named, because that is the treating doctor's authority alone and belongs in his signed instructions.

One dangerous and widespread myth must be corrected: \*\*never put anything in the mouth of a person having a seizure — not a spoon, not a finger, not water — because this myth causes broken teeth, injuries, and choking.\*\* What is correct is to move hard objects away, cushion the head, turn the person onto his side once the movements stop, time the seizure, and stay with him until consciousness returns.

\*\*The limits are explicit: an educational plan does not cure the illness, does not replace follow-up with the treating physician, does not change treatment, and cannot guarantee regular attendance while the condition is active.\*\* \*\*Progress is measured against individual written goals for this child, not by comparison with classmates or the class average.\*\* \*\*Be wary of any programme or product that promises to cure a chronic illness, promises fast results, or asks you to stop the doctor's treatment,\*\* because that is a genuine danger to the child's life. Eligibility is determined by specialist assessment and the treating doctor's report, not by reading online.

Training for people with special needs is a structured educational service that teaches a child or an adult the functional skills needed in daily life, built on a careful assessment of what the person can actually do rather than on the diagnosis alone. Training areas include communication and expressing needs, self-care covering eating, dressing, hygiene, and toileting, social and play skills, safety and mobility skills, and pre-vocational skills and independence at home.

The logic of training is that a large skill is broken into small teachable steps, taught one step at a time with prompting that fades from full assistance to independence, with reinforcement for what the learner achieves and enough repetition. \*\*The golden rule is that a skill mastered only in the training room has not yet been learned;\*\* transferring it to home, school, the shop, and public transport is the goal, and any programme that does not explicitly plan for that transfer produces skills that are never used.

\*\*Early intervention changes the trajectory.\*\* Starting in the first years of development builds a foundation for communication and behaviour that is much harder to build later, and it reduces the entrenchment of alternative behaviours that are difficult to modify. This does not mean training is useless afterwards, however: adolescents and adults learn too, and their goals shift towards independence, work, and community participation.

\*\*The family and the school are part of the plan, not recipients of it.\*\* Sessions alone are never enough, however many there are, because it is the parents who apply the skill across hundreds of daily situations. The programme therefore includes training the family, the caregiver, and the teacher, and giving them the same written steps, since a different approach at home from the one used at the centre confuses the learner and slows progress.

\*\*Progress is measured against individual written goals for this person, not by comparison with others or with same-age peers.\*\* Data are recorded each session so the trend is shown in numbers rather than impressions, and if no progress appears within a reasonable period, the plan is adjusted or the goals reviewed.

\*\*The limits are explicit: training does not cure a disability, does not change a diagnosis, does not replace medical care or speech, occupational, and physical therapy where those are needed, and does not deliver results on a guaranteed timetable,\*\* because pace varies with the person, the degree of disability, coexisting conditions, and how consistently the programme is applied. \*\*Be wary of any programme promising a cure, full recovery, or fast results within a fixed number of sessions, selling a device or supplement claimed to treat disability, or refusing to have its impact measured against written goals.\*\* Eligibility and the type of programme are determined by specialist assessment, not by reading online or by another child's experience.

Support for gifted and talented children is a specialised educational service that aims to identify a child with high ability and build a learning plan matching that child's pace and depth, rather than simply handing out more worksheets. It includes assessment of cognitive ability, achievement, creativity, motivation, and interests, followed by enrichment, extension, and acceleration designed according to what the assessment shows in each separate domain.

Early intervention changes the trajectory here just as it does in any other educational situation. A gifted child who spends years in a classroom that does not challenge him learns boredom, and learns that achievement arrives without effort; he may become disengaged or resistant to school, and may never build the persistence and study skills he will need later. Early identification is therefore not a luxury, and waiting until a behaviour problem or a drop in grades appears is a delay that costs a great deal.

One of the most important things to state is that giftedness can coexist with difficulty. A high-ability child may also have a specific learning difficulty in reading or writing, an attention disorder, or a developmental condition, so the high ability masks the difficulty while the difficulty masks the ability, and the child ends up receiving no service at all. Likewise, academic high achievement and giftedness are not the same thing: a hard-working child without exceptional ability may top the class, and a genuinely gifted child may fail academically for emotional or family reasons or simply because the teaching does not suit him.

\*\*The limits of the service must be clear: a programme does not raise a child's intelligence, does not manufacture ability that is not there, does not guarantee a career path or a university place, and is not a way of rushing childhood.\*\* The emotional and social needs of a gifted child are part of the plan and not decoration in it: perfectionism, heightened sensitivity, difficulty finding friends of the same age, and fear of failure are all addressed alongside the academic side.

\*\*The family and the school are part of the plan, not recipients of it.\*\* Home provides real interest without pressure, school adjusts tasks and pace inside the classroom, and the specialist coordinates and trains both. \*\*Progress is measured against individual written goals for this child, not by comparison with other children and not by class ranking;\*\* comparing a child with a sibling or a neighbour's child is the fastest way to extinguish motivation.

\*\*Be wary of any programme that promises a cure, fast results, or turning your child into a genius within a set period,\*\* that charges for certificates and titles, or that refuses to have its impact measured against clear goals. Eligibility is determined by specialist assessment, not by parental impression or an online test, and the assessment may begin with referral for hearing, vision, and general health checks, because small problems there distort the whole picture of ability.

Emotional impairment is an educational term for a persistent emotional and behavioural pattern that obstructs a child's learning and relationships and is not explained by low intellectual ability, sensory loss, or physical illness. Three conditions distinguish it from passing behaviour: it is marked in degree, it lasts a long period rather than days, and it appears in more than one setting rather than only at home or only with one teacher. Its presentations include withdrawal, mutism, pathological fear and mood swings, aggression and constant opposition, self-injury, and school refusal.

The specialist's first task is not to modify behaviour but to explain it. What looks like misbehaviour may be a reaction to an undetected learning difficulty that makes the child escape a task he cannot do, to bullying nobody knows about, to a family crisis, bereavement, violence, or abuse, to unrecognised hearing or vision loss, or to physical pain or lack of sleep. \*\*Behaviour is always a function, never a personal quarrel:\*\* it is an attempt to obtain something, to escape something, or to regulate an internal state, and identifying that function is what makes a plan work.

A deeply rooted myth must be corrected: \*\*punishment, humiliation, shouting, and hitting do not teach a child an alternative; they stop the behaviour momentarily, then increase it and destroy the child's trust in the person teaching him.\*\* The alternative is teaching a replacement skill that serves the same function acceptably, modifying what provokes the behaviour in the environment, reinforcing correct attempts, and having a written, agreed procedure for escalation that keeps the child and those around him safe.

\*\*Early intervention changes the trajectory\*\* here more than almost anywhere else, because years of academic failure and social isolation turn a modifiable problem into an identity the child adopts about himself. \*\*The family and the school are part of the plan, not recipients of it:\*\* one plan is applied at home and in the classroom in the same way, and a contradiction between leniency in one place and harshness in another keeps the behaviour alive.

\*\*Progress is measured against individual written goals for this child — such as fewer escalation episodes or more minutes on task — not by comparison with classmates and not by an expectation that he will become like the other children.\*\* Behaviour is recorded in numbers before and after the plan so its value can be judged.

\*\*The limits are explicit: an educational programme does not cure a psychiatric disorder, does not replace assessment by a psychiatrist or clinical psychologist where symptoms call for it, does not prescribe or adjust medication, and does not remove the family's own need for support.\*\* Progress is usually uneven with setbacks, and that is a normal part of the course rather than failure of the plan. \*\*Be wary of any programme promising a cure or control of your child's behaviour within weeks, relying on fear, isolation, or confinement, or refusing to have its impact measured in written figures.\*\* Eligibility is determined by specialist assessment, not by one teacher's complaint or an online test.

The permanent motor impairment service in special education is for children whose lasting physical impairment obstructs their participation in learning, as in cerebral palsy, spina bifida, muscular dystrophy, spinal cord injury, and similar conditions. It does not treat the medical cause; it builds an environment and a set of tools that let the child learn, participate, and be as independent as his condition allows, and it coordinates with physiotherapy, occupational therapy, and speech therapy rather than replacing them.

\*\*The most important thing to correct here is a myth that costs children their futures: physical disability is not intellectual disability.\*\* Many children who cannot control their movements or whose speech is unclear have normal or high cognitive ability, and they are wrongly placed on lower tracks because nobody gave them a way to express themselves. The first practical step, therefore, is to give the child a reliable way to answer — a gesture, a board, a device, or a structured eye-gaze system — before judging his understanding.

\*\*Early intervention changes the trajectory.\*\* Early correct seating, alternative communication, and early entry into an educational setting prevent knowledge gaps that are hard to close, and, combined with physiotherapy follow-up, reduce secondary complications such as contractures and spinal deformity. \*\*The family and the school are part of the plan, not recipients of it:\*\* home applies the seating positions and safe transfers, school arranges access, desk and chair, toilet facilities, and time to move between lessons, and the specialist trains everyone and revisits the equipment as the child grows.

In practice the service includes assessment of posture and seating, adapting writing tools or replacing them with a keyboard or a scribe, augmentative and alternative communication, adjusted examination time and response method, adapting physical education rather than excusing the child from it, a mobility and school transport plan, training in self-care with dignity and privacy, and early planning for transition to higher education or work.

\*\*Progress is measured against individual written goals for this child — minutes of independent sitting, words produced with the device, or completing a task with less assistance — not by comparison with peers and not by an expectation that he will walk or write as they do.\*\*

\*\*The limits are explicit: an educational programme does not restore lost neurological function, does not cure the impairment, does not replace medical, physiotherapy, and occupational therapy follow-up, and cannot prevent the condition changing as the child grows.\*\* \*\*Be wary of any programme, device, or supplement promising to cure paralysis, promising your child will walk within a set period, offering fast results for large fees, or asking you to stop the doctor's treatment.\*\* Eligibility and equipment choices are decided by a specialist team assessment, not by reading online or by another child's experience.

Intellectual disability is a developmental condition combining limitations in intellectual functioning with limitations in adaptive behaviour — that is, in daily living, communication, social, and practical skills — appearing during the developmental years rather than later in life. Special education here does not treat the condition in a medical sense; it builds functional skills and supports that make the person more independent and more able to participate at home, at school, and in the community.

Terminology matters. The older labels of mental retardation and mental handicap are now considered inappropriate, and the professional term is intellectual disability. A person is not described by a level but by the intensity of support he needs: intermittent, limited, extensive, or pervasive. This is not linguistic decoration, because the label determines how the person is treated and what is expected of him.

Diagnosis is never built on an intelligence test alone. Before any conclusion, conditions that mimic it must be excluded: hearing or vision loss, educational or language deprivation, a specific learning difficulty, anxiety or emotional disturbance, and medical problems affecting attention. A medical or genetic cause is also looked for where that search is useful, because knowing it may change health surveillance and help the family with genetic counselling. Coexisting conditions are common — epilepsy, attention disorders, autism spectrum disorder, thyroid problems, and hearing loss — and overlooking them lowers performance for no reason.

\*\*Early intervention changes the trajectory.\*\* Training in communication and self-care during the first years builds a foundation that is hard to recover later and reduces the entrenchment of difficult behaviours. \*\*The family and the school are part of the plan, not recipients of it,\*\* because a skill trained at the centre and not applied at home and in class does not hold.

\*\*Progress is measured against individual written goals for this person — dressing himself, using money for a simple purchase, or asking for help in a sentence — not by comparison with peers, class averages, or chronological age.\*\* One of the most important strands of the plan is teaching protective skills, privacy, and physical boundaries, because people with intellectual disability are at higher risk of exploitation and abuse; teaching them to say no and to tell a trusted person is part of education, not an add-on.

\*\*The limits are explicit: no programme raises intelligence, the goal is independence and quality of life rather than turning the person into someone else, and the programme neither cures the condition nor replaces medical follow-up of coexisting problems.\*\* \*\*Be wary of any programme, supplement, or device promising to cure intellectual disability, to raise intelligence, or to deliver fast results for large fees, or asking you to stop the doctor's treatment.\*\* Equally, be wary of underestimating the person, because assuming incapacity prevents learning that was possible. Eligibility and level of support are set by a specialist team assessment, not by an online test.

Dual disability means two or more disabilities in the same person: intellectual disability together with a motor impairment, hearing loss together with visual loss, a sensory impairment together with a developmental disorder, or a motor impairment together with a communication disorder. The basic rule is that their impact is not the arithmetic sum of two conditions but an interaction that makes assessment and teaching harder: a child who cannot see well cannot compensate for hearing loss by lip-reading, and a child who cannot control his hands cannot use a manual sign language.

\*\*The most dangerous thing that happens in these cases is that the person's ability is judged from his most visible disability alone.\*\* A child who does not walk and does not speak is assumed not to understand, or a child whose real problem is that he cannot hear what is said to him is diagnosed with intellectual disability. \*\*Hearing and vision testing is therefore not optional in these cases but mandatory, and it is repeated periodically,\*\* because some conditions deteriorate gradually and because an undetected sensory loss is misread as a failure of understanding, leaving the person for years without education that was entirely possible.

The second practical principle is \*\*communication first, everything else after.\*\* The person must have a reliable means, understood by those around him, to answer yes and no, to request what he needs, and to object — whether a gesture, touch cue, board, device, or tactile signing for the deafblind. Without it, every academic or behavioural goal is built on sand, and difficult behaviour becomes the person's only language.

The third principle is that the plan is \*\*one integrated document, not several conflicting plans.\*\* Having many specialists is a blessing when they agree on a single plan and a curse when each writes his own goals, so recommendations clash and the family is consumed by appointments with no direction. Special education, speech therapy, occupational therapy, physiotherapy, and medicine are therefore coordinated in one document with goals ranked by priority.

\*\*Early intervention changes the trajectory\*\* here more than anywhere, because gaps accumulate through two channels rather than one. \*\*The family and the school are part of the plan, not recipients of it,\*\* and the family knows the person's individual signals before any specialist does, so those signals must be documented from them. \*\*Progress is measured against individual written goals for this person — more requests expressed through his communication method, or one more step of a task completed with less help — not by comparison with others or with same-age peers.\*\*

\*\*The limits are explicit: the programme cures neither disability, does not restore lost sensory or motor function, does not replace medical and therapeutic follow-up, and progress is slower and needs long-term support.\*\* \*\*Be wary of any programme, device, or supplement promising a cure, fast results, or the repair of hearing, vision, or movement for large fees, asking you to stop the doctor's treatment, or claiming that one specialist is enough for everything.\*\* Eligibility and level of support are determined by a specialist team assessment, not by reading online.

Pre-academic skills are the foundation on which later reading, writing, and arithmetic stand; they are not an early version of them. They include joint attention and looking at what is pointed to, imitation, sitting and staying on a task for increasing minutes, understanding and following instructions, matching, sorting, classifying, and sequencing, the concepts of colour, shape, size, and quantity, phonological awareness of the sounds inside words, print awareness and page orientation, number sense, fine motor skills and pencil grip, and waiting for a turn, finishing a task, and working independently for short periods.

\*\*The most misunderstood point in this field is that memorising letters and numbers is not a pre-academic skill.\*\* A child may recite the whole alphabet and count to twenty while being unable to follow a two-step instruction, match two shapes, or stay on a task for two minutes — and that child is not ready, however it looks. Rote recitation deceives parents and delays asking for help.

\*\*Pushing reading and writing early, before the foundation is built, does not accelerate learning; it produces aversion to it.\*\* A child made to write before his grip and motor control are mature fails daily, so he links paper and pencil with failure and refuses them later. And before any judgement about poor concentration, hearing and vision must be tested, because a child who does not hear well looks to everyone like a child who does not pay attention.

\*\*Early intervention clearly changes the trajectory here.\*\* Closing a gap in attention, imitation, or phonological awareness before first grade is far easier than treating reading failure after two years of falling behind. \*\*The family and the school are part of the plan, not recipients of it,\*\* because most of these skills are built in natural daily situations: play, sorting the laundry, sequencing steps while preparing food, shared storybooks, and songs that play with the sounds of words — not on worksheets.

\*\*Progress is measured against individual written goals for this child — increasing time on task from two minutes to five, following a two-step instruction, or matching ten shapes — not by comparison with peers or with a child who reads in kindergarten,\*\* because the normal range at this age is wide and individual differences are large.

\*\*The limits are explicit: the programme builds readiness but does not guarantee later high achievement, does not diagnose a specific learning difficulty at this age nor definitively exclude one, and does not replace speech, hearing, or developmental assessment when there are indications for them.\*\* \*\*Be wary of any programme promising your child will read within a month, promising fast results, or selling certificates and levels for fees, or one that relies on worksheets and memorisation without play.\*\* Eligibility and the starting point are determined by specialist assessment, not by comparing your child with a neighbour's child or by an online test.
